Several boards, advisory committees and sub-committees provide governance and guidance for the Department of Criminal Justice Services. Below is a list of those boards and information pertaining to their membership and functions.
Criminal Justice Services Board
The 29-member Criminal Justice Services Board is the Department's policy board. It has representation from all aspects of the criminal justice system on both state and local levels of government, as well as representatives of the private security industry, the public-at-large and the General Assembly.
The Board is the approving authority for the regulations the Department promulgates in accord with the Administrative Process Act and approves most of the grants the Department awards to localities, state agencies and private non-profit organizations.

- Committee on Criminal Justice Information Systems
- Responsible to the Board for carrying out those provisions of the Code related to regulating and coordinating criminal justice information systems; reviews grant applications for information system improvement projects and makes recommendations on them to the Board

- Reviews and makes recommendations on all corrections-related and offender re-entry grants.

- Forfeited Asset Sharing Subcommittee
- Resolves asset sharing disputes and makes recommendations to the CJSB on use of asset forfeiture funds retained by DCJS. Meets once a year.

- Grant Appeals Subcommittee
- Hears applicants' appeals of other grant review subcommittees' "no funding" recommendations and reports to the CJSB. Meets as needed.

- Law Enforcement Subcommittee
- Reviews and makes recommendations on any law enforcement-related grant applications, including those in the Justice Assistance Grant Program and Law Enforcement Terrorism Prevention Program, as well as School Resource Officer grant applications; also considers and makes recommendations on localities' applications to become Certified Crime Prevention Communities.

- Nominations & Appointments Subcommittee
- Screens nominees to advisory groups and committees that are appointed by the CJSB and makes recommendations to the CJSB. Meets as needed.

- Victim/Witness Issues Advisory Committee
- Considers and makes recommendations to the Board on funding, legislation affecting victims' rights, and improving policies and procedures.

- Reviews grant applications for victim/witness programs, sexual assault programs, rural domestic violence programs, projects to improve the investigation and prosecution of cases of violence against women, and or services for victims of these crimes and makes recommendations to the CJSB. Meets two to three times a year.

Committee on Training
Policy-making body responsible to the Board for "effecting" those provisions of the Virginia Code related to training standards.
Private Security Services Advisory Board
Advises the CJSB on matters related to the regulation of private security businesses. Thirteen members, appointed by the Board, must represent specified parts of the industry (e.g. armored carriers).
Advisory Committee to the Court Appointed Special Advocate/Children's Justice Act Programs
Advises the Board on CASA/CJA matters.
Virginia Advisory Committee on Juvenile Justice
Advises the Board, the Executive Branch and localities on matters related to the prevention/treatment of juvenile delinquency and the administration of the juvenile justice system; reviews grant applications for Juvenile Justice & Delinquency Prevention (JJDP) Act and Juvenile Accountability Block Grant funds, as well as other juvenile justice-related grant applications, and makes recommendations on them to the Board.
