Executive Board - Emmett Harmon

Emmett Harmon Chief Harmon has been a Virginia law enforcement officer for 35 years. The past 31 years have been with James City County and prior to that he served with the Suffolk and Newport News Police Departments. He was the first police officer hired by the county for its new police department in December of 1979. He has risen through the ranks from Patrol Officer, Sergeant, Lieutenant, Major, Deputy Chief, and Chief of Police. He has served in a supervisory capacity since 1982 as a patrol supervisor, Community Services Lieutenant, Accreditation Manager, and Uniform Division Commander. Other assigned duties have included SWAT Team Commander, Internal Affairs Investigator, Firearms Instructor, Citizen’s Police Academy Instructor, and department liaison to the courts and magistrate.

Chief Harmon graduated with Honors from Christopher Newport University with a Bachelor of Science degree in Governmental Administration and also received an Associate degree in Police Science from Thomas Nelson Community College. He is a graduate of the FBI National Academy and the Professional Executive Leadership School at the University of Richmond. He is a graduate of the Mid-Atlantic Police Supervisors Institute at Christopher Newport University. Chief Harmon was promoted to his current position in September 2005.
