Introduction
The
Virginia Juvenile Justice and Delinquency Prevention (JJDP) Advisory Committee
consists of individuals who are knowledgeable about the juvenile justice
system; it includes representatives from state and local government and
from business, and other citizens, including youth. The Advisory Committee
is appointed by the Governor pursuant to Section 9-168 of the Code
of Virginia. It is responsible for reviewing the operation of the
juvenile justice system in Virginia, for recommending needs and priorities
for the development and improvement of the juvenile justice system, and
for advising the Governor on matters related to the Juvenile Justice and
Delinquency Prevention Act.
The
Advisory Committee reports to the Criminal Justice Services Board, the
governing board of the Department of Criminal Justice Services (DCJS),
in an advisory capacity. The Committee makes recommendations to the Criminal
Justice Services Board on two federal Juvenile Justice and Delinquency
Prevention (JJDP) Act grant funds: Title II Formula Grants and Title V
Delinquency Prevention Grants. DCJS also offers One-time Special Fund
Grants using unexpended Title II and Title V funds.
This
Annual Report describes the JJDP Advisory Committees funding priorities,
Title II, Title V, and Challenge grants, recent data patterns in juvenile
justice, and requirements of the JJDP Act. The Report also describes briefly
other grant programs and activities of the Department of Criminal Justice
Services (DCJS) Juvenile Services Section, some of which are overseen
by other State advisory committees.
