Virginia State Crime Commission Study on Pretrial Services in Virginia: DCJS Action Plan
Purpose: The Virginia State Crime Commission (VSCC) conducted a two-year review of how pretrial service agencies in Virginia are managed, operated, and evaluated. As a result of the study, the VSCC presented the Department of Criminal Justice Services (DCJS) with recommendations intended to advance the administration of pretrial services. DCJS convened a group of stakeholders from the criminal justice system to review how the pretrial services program is currently administered in the Commonwealth, and to make recommendations to improve the delivery of pretrial services.
VSCC Recommendation #1: DCJS should conduct a formal needs assessment of stakeholders to identify the strengths and weaknesses of pretrial services programs, including: Priorities and expectations of stakeholders; Areas in need of improvement; Integrity of data and reports; Strategic use of resources; and, Future program planning.
VSCC Recommendation #2: DCJS should convene a group of stakeholders, including, Local pretrial directors, Pretrial officers, Representatives from the Virginia Community Criminal Justice Association (VCCJA), Office of the Executive Secretary of the Supreme Court of Virginia, Magistrate Services, Commonwealth’s Attorneys’ Services Council (CASC), Indigent Defense Council (IDC), and Any other interested parties, to develop specific recommendations to improve pretrial services.

Recommendation #3: DCJS should monitor the implementation of the VPRAI-R and Praxis over the next year to examine the effectiveness of these instruments and identify any issues or unintended consequences in the application of these tools.

Recommendation #4: DCJS should work with localities, pretrial directors, and any other stakeholders to determine a funding formula for grant disbursements to pretrial services agencies.
