Frequently Asked Questions

I am a victim of crime—what can DCJS do for me?

If you are a victim of crime, you can contact the DCJS INFO-Line at 1-888-887-3418 for assistance. The INFO-Line provides victims of crime with information and support. DCJS staff are available to answer the INFO-Line Monday through Friday from 9 am to 5 pm. Callers will be informed of their rights as victims under Virginia’s Crime Victim and Witness Rights Act and will receive additional information, support, and referrals to programs and resources in their communities.

If you are a victim of domestic violence, sexual assault, or stalking, and you need immediate assistance, please contact the Virginia Family Violence and Sexual Assault Hotline at 1800-838-8238 (V/TTY). Hotline staff are available to help you 24-hours a day.

When are my quarterly progress and financial reports due?

Progress and financial reports are due on the twelfth working day of the month following the end of the quarter.

V-STOP, Victim/Witness, and Virginia Domestic Violence Victim Fund grantees submit progress and financial reports on a quarterly basis.

Sexual Assault grant programs submit financial reports on a quarterly basis and progress reports on a semi-annual basis.

How do I submit quarterly progress reports?

Quarterly progress and financial reports must be submitted online through the Grants Management Information System (GMIS). Users can access this system through the DCJS website (http://www.dcjs.virginia.gov/grantsAdministration/gmis). Please note that if you have not used GMIS before, you will need to contact DCJS to be assigned a username and password. Requests for usernames/passwords and requests for technical assistance in using GMIS should be directed to the DCJS Grants Administration Section. You will use the same GMIS username and password for all DCJS grants that your program has, and you will use the grant number assigned to each project funded through DCJS to view information for that particular grant.

To upload your report through GMIS, you will need to save an electronic copy of the quarterly progress report form to your computer’s hard drive or to disk, and type the information directly into this document. All documents must be saved in Rich Text Format (RTF) or as a text file to be uploaded into GMIS. GMIS will only allow you to upload one attachment when submitting your quarterly progress report; therefore, the statistical report information and the narrative must be combined into one document. Please contact your grant monitor if you need more information, since each funding stream administered by the Victims Services Section has a different report form.

The GMIS user manual, which instructs users on how to submit progress reports online, is available on the DCJS website. The following link takes you directly to the web page where you can access GMIS online and download the user manual: http://www.dcjs.virginia.gov/grantsAdministration/gmis. An instructional CD can also be obtained by emailing a request to the DCJS Grants Administration Section.

I work in a Victim/Witness Program—how do I get my CIMS report to upload into GMIS?

You must have the current version of the Client Information Management System (CIMS) program installed on your computer in order to submit your quarterly progress reports online through GMIS. The most recent version of CIMS can be downloaded from the DCJS website at http://www.dcjs.virginia.gov/victims/cims.

Please contact your grant monitor or the Victims Services Section Programmer, Darwin Webb, if you have any questions or need assistance.
