The DCJS Virginia Center for School and Campus is pleased to announce this virtual training opportunity, “Addressing the Challenges of Law Enforcement Mutual Aid Agreements: A Legal Template for Operations,” presented Response Law, LLC.
This program is intended to provide practical legal solutions to a wide collection of challenges that have presented themselves in the form of Memorandums of Agreement that literally collapsed during civil disturbances in Virginia last year. The program does not reflect on or critique any specific incident but rather is intended to serve as a guide on how municipalities can structure mutual aid agreements that are sustainable during a crisis while providing the requisite legal protection for unforeseen circumstances.
Last year, Virginia experienced nine civil disturbances at the same time, which put a tremendous strain on law enforcement resources at all levels. Many of the mutual aid assistance agreements that were in place collapsed. This issue was not limited to Virginia but was also a national problem. The fallout from these disturbances created a demand to develop a mutual aid agreement template that would create a clear understanding of the expectations of both the requesting and responding law enforcement agencies, as well as to bridge the gap of misunderstanding between public officials and law enforcement commanders as to how assistance could and should be provided.
This training is open to sworn law enforcement officers, campus security officers, public officials, and emergency management coordinators.
In-Service Credit is not available for this course.
There is no fee to attend this training and all training materials will be provided for registrants. Pre-registration is required. The training will be hosted via Zoom.
