Ms. Kinch joined the Department of Criminal Justice Services’ (DCJS) Law Enforcement Division in May 2017.  She currently serves as the agency’s Job Task Analysis Coordinator and is responsible for coordinating a statewide Entry-Level Law Enforcement Job Task Analysis (JTA). Her responsibilities include ensuring the training standards required for Commonwealth of Virginia entry-level law enforcement officers are contemporary, relevant, and accurate in depicting the job as it exists today. Additionally, she collaborates and assists with law enforcement curriculum development and review processes and the development of related performance measures. Previously, she was a police officer for the Virginia Beach Police Department (VBPD) from 1996-2005. While at VBPD, she increased her diversity, knowledge, and experience by working in the uniform patrol, vice and narcotics, and computer crimes units. Prior to accepting employment with the DCJS, Ms. Kinch was also a sworn special agent with the New Mexico Office of Attorney General from 2006-2017. As a certified computer/digital forensic examiner and investigator for the Internet Crimes Against Children (ICAC) unit, she honed her skills. She was motivated to make a positive difference in the lives of families and rose through the ranks to become Deputy ICAC Commander for the state of New Mexico from 2007-2017. She has received numerous commendations for her law enforcement efforts from the United States Attorney’s Office, Office of the New Mexico Attorney General, the National Center for Missing and Exploited Children, Immigration and Customs Enforcement, and the Virginia Beach Police Department.
