Description:
The Basic Threat Evaluation and Reporting Course (B-TERC) is a one-day training that teaches participants how to assist in preventing acts of targeted violence, such as terrorism, school shootings, or mass attacks in public spaces, by identifying threats or observable behaviors that may indicate the potential for violence. Participants are equipped with the tools to identify and report threats or observable behaviors that may concern others and recognize intervention strategies to move the individuals off of a pathway to violence.
The course will be instructed by the Department of Homeland Security (DHS) National Threat and Evaluation Reporting (NTER)-Certified Master Trainer(s).
Participants will:
- Define targeted violence
- Outline the Pathway to Violence Model and the four-step Behavioral Threat Assessment and Management Model
- Understand how to identify threats or observable behaviors that may concern others while adhering to the individual’s constitutional rights, privacy, civil rights, and civil liberties
- Recognize the role of the community in targeted violence prevention
Who should attend?
The course is appropriate for members of school and campus threat assessment teams, including (but not limited to) school/campus administrators, student services personnel, instructional staff, counseling and mental health professionals, human resource personnel, and law enforcement and security personnel; as well as staff from regional community mental health and law enforcement agencies that may be involved in school or campus threat management efforts.
*This course does not replace the initial training requirement outlined in Code of Virginia § 23.1-805(I), but it can be used to satisfy the annual training requirement.
Partial In-Service Credit:
Law enforcement officers will receive partial in-service credit hours for this training.
Transportation, Lodging, and Meals:
Participants are responsible for their own transportation, lodging, and meal expenses.
Training Time and Details:
Registration begins at 8:00 am
Training runs from 8:30 am to 4:30 pm
Cost and Registration:
There is no cost to attend this training; however, pre-registration is required.
Please note that the DCJS registration system does not have the capacity to sort eligible from ineligible registrants. Therefore, anyone who registers will receive a confirmation. The DCJS-assigned course director is responsible for reviewing the roster and making a final determination on acceptance into the course. Registrants not accepted will be notified via the email address provided during registration.
