This section refers to 1. Total Number of Individuals and 2. Total Number of New Individuals of the Victims Services Data Collection System generated progress report. The number of individual victims and witnesses served with the use of grant funds are automatically populated on the progress report from the advocacy entered into VSDCS. VSDCS tracks the total number of individuals who have received services in the current reporting period (Section 1.) and the total number of individuals who have received their first services of this Grant Period in the current reporting period (Section 2.).
Programs enter the victims and witnesses, and the specific service(s) provided to them in VSDCS. VSDCS tracks the victims and witnesses entered throughout the state fiscal year to avoid duplicating the times a victim or witness is counted within the grant year. VSDCS counts the victims once in the state fiscal year, even if multiple services are provided to an individual victim or witness throughout the state fiscal year. Multiple services and victimization types may be entered in VSDCS. Services that are required by Virginia’s Crime Victim and Witness Rights Act are indicated in Bold font in VSDCS. Annual Victim Target: Programs are encouraged to assess awarded grant funding and grant-funded staffing levels and develop goals that are reflective of the work anticipated to occur in the grant period with awarded funds. All projections must be specific to the required services of the Virginia Crime Victim and Witness Rights Act. Every quarterly report indicates the number of victims receiving services for the current quarter, year to date, grant goal, and the percentage of the goal completed.
Programs must indicate a numerical value, which can include zero, for each service listed in VSDCS between July 1 and September 30 of each state fiscal year. After the submission and approval of the first quarter progress report, the Grant Goals will be locked for the remainder of the state fiscal year. The projection of services provided should include multiple services, must be measurable, and be directly related to the awarded grant proposal budget. Note: The Grant Goals cannot be changed throughout the fiscal year.
