Digital Mapping Program for Virginia Higher Ed

The Virginia Department of Criminal Justice Services (DCJS), through the Virginia Center for School and Campus Safety (VCSCS), is expanding the Commonwealth's digital mapping initiative to Virginia's public colleges, universities, and community colleges.

Building on Virginia's successful K-12 Digital Mapping Program, this initiative will provide participating institutions with access to standardized digital maps designed to enhance emergency preparedness, improve situational awareness, and strengthen coordination among campus public safety personnel and local and state first responders.

Collaborative Response Graphics® (CRGs) technology can provide:

  • Site-specific common operating pictures

  • Accurate floor plans, high-resolution imagery, and gridded overlays combined into a single map

  • Enhanced communication and shared reference points during emergencies

  • Access to facility maps on mobile devices and laptops

  • Improved emergency response pre-planning

  • A standardized mapping format to support coordinated, multi-agency response

  •  

Eligibility

Virginia public institutions of higher education, including public four-year colleges and universities and Virginia’s community colleges, are eligible to participate in the program. Participation is voluntary and subject to program requirements and availability of funding.

 

Funding

Funding is available to eligible institutions on a reimbursement basis in an amount not to exceed $0.07 per gross square foot, multiplied by the total eligible gross square footage of buildings included in the project.

Applications will be reviewed and approved on a rolling basis, subject to available funding.

 

Application Process

To apply for funding, an authorized institutional representative should:

1. Review the program background information, application materials, and sample Memorandum of Understanding (MOU).

 

2. Coordinate with campus police or security and local first responder partners to identify mapping and emergency response needs.

 

3. Select a vendor capable of providing Collaborative Response Graphics® mapping consistent with program requirements. Vendors known to provide this service are listed below, with Virginia state contract numbers included where applicable.

4. Request a quote for "MACRO Collaborative Response Graphic(s) (CRG) and Micro CRG(s) with GeoRelevant Integrated Floor Plans" for the facilities to be mapped.

 

5. Complete and submit the application, including an MOU signed by the college or university president or designee.

 

6. DCJS will review the application and, if approved, return the MOU signed by the DCJS Director.

 

Once the fully executed MOU is returned, the institution may begin working with its selected vendor to complete the approved digital mapping project. Upon completion of the project, the institution must submit the required reimbursement documentation, including the invoice and institutional W-9, to DCJS Financial Services at dcjsfinancialservices@dcjs.virginia.gov.
