The Virginia Department of Criminal Justice Services (DCJS), Office of Safer Communities and Youth
Services (OSCYS) administers federal funds that work to prevent delinquency and improve the juvenile
justice system in Virginia. OSCYS awards grants, offers technical assistance, and monitors facilities
pursuant to the initiatives of the Juvenile Justice and Delinquency Prevention (JJDP) Act.
Juvenile Justice and Delinquency Prevention (JJDP) Act Title II Formula Grants Program
Within the Office of Safer Communities and Youth Services (OSCYS), DCJS administers federal funding from the U.S. Office of Juvenile Justice and Delinquency Prevention (OJJDP) through the Juvenile Justice and Delinquency Prevention (JJDP) Act's Title II Formula Grants Program. This program is authorized under the JJDP Act of 1974, as amended in 2018. OSCYS awards grants, offers technical assistance, and monitors facilities pursuant to the initiatives of the JJDP Act.
Title II funds are designated for maintaining compliance with the four core requirements of the JJDP Act. These funding opportunities provide support to state and local governments for planning, implementation, and enhancement of evidence-based programs and for system change initiatives to reduce disproportionality in the juvenile justice system, serve system-involved youth in their home communities, and strengthening family engagement and community involvement.

Compliance Monitoring Program
Pursuant to the JJDP Act of 2018, DCJS monitors jails, lockups, juvenile detention facilities, juvenile correctional centers, court holding facilities, and non-secure facilities to ensure that the four core requirements of the Act are being upheld. Compliance monitors conduct annual onsite visits to all juvenile detention centers and juvenile correctional centers as well as periodic visits to jails, lockups, and court holding facilities in Virginia. Additionally, they assist agencies and localities with concerns involving the JJDP Act as it relates to the secure detention of juveniles.
