The Virginia Department of Criminal Justice Services (DCJS) is pleased to announce a two-day “Title IX Hearing Officer and Decision-Maker” training. Training is necessary to help decision-makers recognize and overcome bias, to understand the scope of their role, to apply policy with analytical precision, and to be sure that their determination is reliably based on the evidence. Training is required by VAWA Section 304 and the 2020 Title IX regulations.
All over the country, more than 625 lawsuits have attacked the decisions of college panels in sexual misconduct allegations. This training is designed to shore up hearing process skills so that your decisions are sound, supportable, and much harder to challenge in court. Plus, it will explore many of the new regulatory requirements to ensure your formal hearing process is compliant.
This level of training is good for your campus, good for the parties, and good for the integrity of the process. The principals behind ATIXA have been training hearing decision-makers for more than 20 years, and now your decision-makers, chairs, hearing facilitators, and party advisors can benefit from their expansive expertise in an interactive ATIXA certification training environment where practical skills, including case studies and questioning exercises, are the primary focus.
In this course, participants will learn:
Structural aspects of the hearing
Questioning and cross examination
Due process components
Neutrality and objectivity
Models of proof
Factual and credibility analysis and decision-making
Hands-on case studies
Mock hearings, questioning role plays, and virtual deliberations
This course is designed for Virginia Title IX coordinators and investigators, hearing/process advisors, hearing facilitators, hearing chairs, decision-makers, hearing panelists, appeals officers, and others who have the responsibility for assisting with or overseeing Title IX compliance on their Virginia college campuses.
Partial In-service Credit for law enforcement and campus security officers is available.
Registration begins at 8:30 a.m.
Training begins at 9:00 a.m. and concludes at 4:30 p.m. each day.
Participants are responsible for their transportation, meals, and lodging arrangements and related expenses.
There is no registration fee to attend this training. Pre-registration is required.
Please note that the DCJS registration system does not have the capacity to sort eligible from ineligible registrants. Therefore, anyone who registers will receive a confirmation. It is the responsibility of the DCJS assigned course director to review the roster and make a final determination on acceptance into the course. Registrants not accepted will be notified via the email address provided during registration.
Participants will be required to complete a Participant Screening and Waiver prior to attending the training. This will be emailed to registrants before the training and will also be available to complete at check-in on the day of the training.

Every effort will be made to hold this scheduled training, however, due to the uncertainty of the progression of the COVID-19, this training may require rescheduling.
