Trauma-Informed Supports for Sexual Abuse Survivors: The Mission and Work of Project Beloved

Virtual Training

August 26, 2025, 11:00 am–12:30 pm

The Virginia Department of Criminal Justice Services (DCJS) is pleased to announce that registration is now open for the virtual training, "Trauma-Informed Supports for Sexual Abuse Survivors: The Mission and Work of Project Beloved."

Session Description:
Tracy Matheson is a momma on a mission, determined to bring light into darkness. In April 2017, her daughter, Molly Jane, was raped and murdered by a known serial rapist. Since that tragic event, Tracy has fought for justice for both Molly Jane and other women who have experienced sexual assault. To facilitate this change, Tracy founded Project Beloved, an organization dedicated to supporting survivors of sexual assault. In this presentation, she will discuss how and why she started this organization, as well as the current initiatives of Project Beloved. These initiatives include providing law enforcement agencies across the country with soft interview rooms and supplying victim-serving agencies with Beloved Bundles. These bundles contain clothing, undergarments, hygiene products, and other items to offer sexual assault victims dignity and comfort during and after a forensic medical exam. Project Beloved has successfully provided both soft interview rooms and Beloved Bundles to numerous agencies in Virginia. Tracy will also talk about the legislation she advocated for, known as Molly Jane's Law, or HB 3106. This law requires law enforcement in Texas to input information about reported offenders and details of the offenses into the Violent Criminal Apprehension Program (ViCAP) whenever they investigate a sexual assault.

Presenter:
Tracy Matheson is a proud Fort Worth native and a University of Oklahoma graduate in Elementary Education. Over the years, she has embraced roles as a teacher, realtor, and mission coordinator, but being a mom has always been her most cherished job. Inspired by her daughter Molly Jane, whose life and loss led her to found Project Beloved, Tracy has become a passionate advocate for sexual assault survivors. Her work has helped drive important legislative changes in Texas, including the passage of Molly Jane’s Law, which mandates the use of ViCAP, and HB 4628, which establishes a framework with timelines when there is a CODIS hit. In 2022, Tracy was honored with the Ignite Award by the Conference on Crimes Against Women. Tracy remains dedicated to using her story to spark change and honor her daughter’s legacy. She believes we can do better. We must.
