The Virginia Department of Criminal Justice Services, Division of Licensure and Regulatory Services involves the oversight and enforcement of five regulatory programs: Private Security Services, Bail Bondsmen, Bail Enforcement Agents, Special Conservators of the Peace, and Tow Truck Drivers. The Division is dedicated to providing excellent customer service to our constituents and professionals serving the private side of public safety.
Attention: Fee Restoration
Starting January 1, 2027, the Virginia Department of Criminal Justice Services’ Division of Licensure and Regulatory Services will begin restoring fee schedules as established by the Virginia Administrative Code.
- The majority of our fee schedules will remain the same, but some will be restored over the next two years:
- Starting January 1, 2027:
- Fingerprint fees will be restored to $35.
- Training roster submissions will be restored to $15.
- Starting January 1, 2028:
- Fingerprint fees will be restored to $50.
- Training roster submissions will be restored to $30.
- Starting January 1, 2027:
- This restoration will bring the Division into compliance with regulations and help us provide better service to you and our Commonwealth.
Attention: Criminal History Background Checks
- The processing time from fingerprint submission (through Fieldprint) until DCJS receives the results can take up to 60 business days. Please note that business days include only Monday through Friday and exclude holidays.
- DCJS will only contact the Virginia State Police when a background check submission has reached the 60th business day.
What this means for you:
- If you are an initial applicant, please allow 60 business days before contacting DCJS to follow up about your background check.
- If you are a credentialed constituent, please start your renewal process as close as possible to 90 days prior to your expiration date to ensure that your criminal history is processed in a timely manner.
- DCJS cannot expedite the background check process as it is dependent on external entities, nor can it provide applicants extensions due to processing delays.

- As a former law enforcement officer (LEO), you may qualify for various training exemptions, making your transition to private security services (PSS) quicker and easier. Please consult our new LEO-to-PSS Guidance page for more information about required trainings and possible exemptions.

Credential Verification
- The External Verification Tool is now live. You can use this tool to search for the credential status of an individual, business, or school.
- Please note that the tool will only return the most recent credential. Temporary credentials are not yet supported.
- Please do not contact DCJS to verify credential or application status of an employee as staff are unable to provide or validate personally identifiable information (e.g., birth dates, addresses, or social security numbers) often used to query an individual applicant or credential holder.
