In light of past tragedies throughout the nation there has been an increase by federal and state legislatures, school divisions, law enforcement, and practitioners to explore practices that have the potential to prevent targeted violence. As a result, many school divisions and safety experts from across the country have reached out to the Commonwealth of Virginia to learn how we established behavioral threat assessment in our legislation, developed the framework for our model policies and implemented threat assessment in schools and campuses. While we certainly do not have all the answers and we continue to seek ways to improve our practices, we do want to share what we have learned.
The Virginia Center for School and Campus Safety and the Virginia Department of Education, in partnership with the Maryland Center for School Safety, the U.S. Department of Education and a host of co‑sponsors, have partnered to offer a robust line up of subject matter experts in threat assessment from across the nation. Co-sponsors include the Washington, DC Chapter of the Association of Threat Assessment Professionals, the Federal Bureau of Investigations Behavioral Analysis Unit, the International Association of Campus Law Enforcement Administrators, the U. S. Secret Service National Threat Assessment Center, the National Governor’s Association, the Governors Homeland Security Advisors Council, Safe and Sound Schools, the Koshka Foundation for School Safety and many other state organizations and associations who are experts in the field.
With a decade of implementing threat assessment teams in institutions of higher education and K-12 public schools we have had the opportunity to learn what works best based on research, best practice, and also from what does not work. We have established great partnerships during that process and continue to seek opportunities for improvement, sharing of resources, and better outcomes for the safety of all students and staff.
The main purpose of behavioral threat assessment is to recognize and respond to various types of explicit and implicit threats or concerning behavior with the goal of diverting students and others from violence to themselves or others. This two and 1/2-day conference will address threat assessment from a prevention and intervention focus with an emphasis on the latest research, legal requirements, and overcoming challenges in implementation.
This conference is highly recommended for national and state leaders, school superintendents, school administrators, school mental health professionals, teachers, counselors, higher education personnel and school/campus law enforcement officers. Both K-12 school personnel and higher education professionals are encouraged to attend.

Conference begins at 8:00 AM and concludes at 5:00 PM on November 4 and 5 (at the Greater Richmond Convention Center). On November 6 the conference will begin at 8:00 AM and conclude at 12:00 PM (at the Richmond Marriott Downtown).

Lunch will be served to registered participants on November 4 and November 5.
Participants are responsible for their transportation, lodging, and other meal costs.
Law enforcement officers, campus security officers, and school security officers who complete this training are eligible to receive partial in-service credit hours.
Pre-registration is required. There is no registration fee for members of the target audience to attend this training. DCJS reserves the right to remove registrants who are not part of the target audience.

Vendors with school safety related products and services are invited and encouraged to participate in the conference on November 4-6, 2019. The registration fee for VENDORS is $500 per vendor (for up to two (2) representatives). Registration fee includes open skirted table, electricity and Wi-Fi, lunch on Monday and Tuesday, and entry into conference sessions as desired.
