Tracey Jenkins rejoined DCJS in 2022 as Division Director for Programs and Services, overseeing areas of adult justice programs, juvenile and child welfare, and victim’s services, while supporting key agency initiatives such as legislation and planning. For over 30 years, Tracey has focused on criminal justice policy and administration in state and local government, developing an extensive background in grants, budgeting, legislation, strategic planning, and programming. Immediately prior to her current position, Tracey served as Grant Administrator for the Virginia Department of Corrections, Virginia’s largest state agency, and oversaw the department’s required state regulatory efforts. Tracey’s history includes two prior terms with DCJS and approximately seven years as director of a local criminal justice service and planning agency, providing community corrections, pretrial services, and planning for two urban cities. Tracey holds a MA in Political Science and a BA with double majors in Sociology and Criminal Justice, both from the University of Richmond. She is also a Fellow of the Center for Juvenile Justice Reform at Georgetown University, holding two executive certificates. In 2020, Tracey earned a certificate in non-profit management from Duke University.
