Community members from a broad range of organizations and sectors (business, education, houses of worship, law enforcement and corrections, law, health care, etc.) are increasingly aware of subjects and/or situations that may present an ongoing risk for seriously disruptive and violent behaviors. These may include (but not be limited to) incidents of targeted violence or terrorism impacting schools, campuses, workplaces, or other community settings. Such acts may include threats against public figures, houses of worship or faith-based communities; targeting of community leaders; stalking; domestic violence; anonymous threats; and violent extremism/terrorism by lone subjects. These individuals can be highly disruptive, not only in the school, campus, or workplace settings, but in the community at large. Incidents from around the world have underscored the ongoing need for collaborative and integrated strategies to prevent targeted violence where possible, and to mitigate risk of harm where necessary. More and more communities are developing community wide approaches to identify, assess and manage potential threats in lawful and collaborative ways.

The session will provide attendees with an introductory overview of numerous domestic terror groups and criminally subversive subcultures present in communities throughout the Commonwealth of Virginia and the United States. The training will provide a definition of violent extremism and focus on awareness of individuals and groups that attempt to advance social, political or religious beliefs through force or violence. At the conclusion of the training, attendees will be better positioned to identify racially and ideologically motivated violent behavior and discern between criminal activity and First Amendment protected speech and actions.

AM Session begins at 8:00am and concludes at 12:00pm.
The session will incorporate an understanding of the Case Management process beginning with identifying the individual needs of the subject of concern, based upon the threat levels of classifications (Low, Moderate, High, and Critical). The four components of the STEP (Subject, Target, Environment, Precipitating Events) Framework will be reexamined to guide participants in the development of a holistic management plan.
Critical insights will be provided into the types of interventions that should be considered for each threat level and guide participants through a resource mapping exercise to identify and analyze the programs, people, services, and other resources that currently exist in their school/division/community to appropriately manage these cases. The training will also address strategies to monitor the initial case management plan, timelines for review, and possible revisions, as needed. A critical component of this training will include the opportunity to work through a scenario to apply their newly acquired case management development knowledge.

Building an effective partnership with your School Resource Officer (SRO) is valuable, and even more so being a member of the threat assessment team. This session will combine the practical experience of the presenters to develop partnerships with SROs and school administrators. The session will offer an actual case debrief and will include topics on how to choose and train an SRO, building the partnership, how to best support your SRO, and navigating roadblocks. These topics will be developed through the lens of working on a threat assessment team and will allow time for a tabletop group exercise.
