Chief Hartman was appointed the Buena Vista Chief of Police June 1, 2015. He spent the previous 23 years of his policing career at the Newport News Police department where he retired as a Captain of the North Precinct. He is well versed in law enforcement procedure, administrative duties, criminal investigations, and has an extensive supervisory history.  

He possesses considerable experience managing both sworn and civilian personnel; currently leading 18 police employees.  He is a currently serves on the following boards: Virginia Association of Chief of Police, Valley ASAP, VPAS, Blue Ridge Chief Association, FOP Lodge 31 Director and Rockbridge Community Services Board.

Chief Hartman has attended and successfully completed numerous leadership programs to include the FBI National Academy; He possesses a Master’s in Public Administration from Troy University as well as additional postgraduate credit hours from Old Dominion University. He is a strong advocate of the Community Policing philosophy and has worked hard to bring that vision to Buena Vista.
