The Virginia Department of Criminal Justice Services is pleased to announce three training courses presented by New Mexico Tech. The courses will be held at the Virginia State Police Training Academy. Register for one, two or all three classes today! Please see below for course details:

DART – Drone Assessment and Response Tactics

This course provides first responders and emergency managers with the knowledge and tools necessary to detect, identify, track, assess, respond and report Unmanned Aircraft Systems (UAS) activity. Participants are presented with information on the current UAS terrorist and criminal threat, technology, and analog and electronic detection techniques. Participants are guided through demonstrations and exercises on the varying UAS types, their capabilities, and simulated threats involving Improvised Explosive Devices (IEDs)

Learning Objectives

  • Recognize Unmanned Aircraft Systems (UAS) uses and components

  • Recognize the threat posed by criminal and terrorist use of commercially available Unmanned Aircraft Systems (UAS) technology

  • Identify Counter-Unmanned Aircraft Systems (CUAS) tactics available to emergency first responders

  • Recognize regulations, laws, and policies pertaining to the use of Unmanned Aircraft Systems (UAS)

  • Discuss CUAS Tactics, Techniques and Procedures (TTPs) used throughout a case study

  • Identify TTPs to detect UAS activity using visual, audio or technological resources.

  • Distinguish between types of UAS, payloads, and legal/safe operations.

  • Recognize effective methods to track UAS activity and communicate to appropriate authorities.

  • Assess Unmanned Aircraft Systems (UAS) activity and recommend response options and considerations

  • Discuss response considerations to respond and deter unsafe, unauthorized, illegal, or terrorist Unmanned Aircraft Systems (UAS) activity

  • Understand evidence collection and reporting Unmanned Aircraft Systems (UAS) activity to appropriate agencies

UASPD - Unmanned Aircraft Systems Program Development

The goal of the USAPD course is to aid first responders and emergency agencies in the successful development, implementation, and sustainment of a department or agency’s small unmanned aircraft system (sUAS) program. This course provides class participants with the knowledge and tools required for establishing sUAS program goals; deciding if an agency is best suited by sUAS operations options under 14 CFR part 107 or operating sUAS programs as a public aircraft operation (PAO); requesting waivers and airspace authorizations; and developing standard operating procedures (SOP). This course will provide first responders with an understanding of FAA regulations governing 14 CFR part 107 operations along with statutory requirements for public aircraft operations. The UASPD course also presents a review of Government agency sUAS program best practices.

  • Understand FAA regulations for public aircraft operations

  • Understand which operational options are most appropriate for their agency

  • Identify best practices and SOP procedures

  • Understand requirements for requesting waivers and airspace authorizations

  • Identify aircraft and equipment options available

IRTB – Incident Response to Terrorist Bombing

The IRTB course provides first responders with the knowledge and skills necessary to safely respond to terrorist incidents involving explosives. The IRTB course focuses on first responder health and safety by addressing personal protection issues that arise when responding to terror incidents involving commercial and homemade explosive. Additionally, the course includes information on the recognition of Improvised Explosive Devices (IEDs); terrorist organizations, both foreign and domestic; and lessons learned from past terrorist incidents. This information better prepares first responders to safely recognize and respond to terrorist bombing threats.

Learning Objectives

  • Recognize the history and current threat of terrorist bombings to the United States and its communities by domestic and international terrorist groups

  • Identify explosive physical blast effects and hazard mitigation techniques for personal protection

  • Identify Improvised Explosive Devices (IEDs) and their components

  • Identify tactics and techniques used by terrorists to conduct attacks using explosives

  • Identify personal protection considerations for a safe response to a pre-blast and post-blast bombing incident

  • Identify response priorities and procedures during a post-blast incident for the initial incident response

Who should attend?

This training is intended for sworn law enforcement officers, fire services, emergency medical services, and emergency management

The IRTB course is also open to school and campus security officers

Partial In-service Credit

Partial In-service Credit (PIC) for sworn Virginia law enforcement officers is approved and will be awared through TRACER:

  • Drone Assessment and Response Tactics: .5 Legal and 5.5 Career Development 
  • Unmanned Aircraft Systems Program Development: 3.5 Career Development
  • Incident Response to Terrorist Bombing: 3.5 Career Development.  

Partial In-service Credit (PIC) for campus and school security officers is approved for the IRTB course ONLY.

Participants are responsible for their transportation and lodging arrangements and expenses.

Cost and Registration

There is no fee to attend this training. Pre-registration is required via DCJS’ online registration system.

  • Please note that the DCJS registration system does not have the capacity to sort eligible from ineligible registrants. Therefore, anyone who registers will receive a confirmation. It is the responsibility of the DCJS assigned course director to review the roster and make a final determination on acceptance into the course. Registrants not accepted will be notified via the email address provided during registration.

PLEASE NOTE: DCJS is preparing and planning to continue holding training sessions and conferences after a resumption of normal activities. Every effort will be made to hold this scheduled training, however, due to the uncertainty of the progression of the COVID-19, this training may require rescheduling.
