These Virginia Department of Criminal Justice Services (DCJS) Victim Witness Grant Program NonCompetitive Funding Guidelines and Application Procedures provide detailed guidance to aid applicants in developing itemized budgets and budget narratives and completing other related forms. Using the guidance presented in this document, applicants can efficiently and effectively prepare complete applications. The development of these guidelines was informed by the Victims of Crime Act (VOCA) Final Rule and other federal and state requirements.

Applicants must comply with the applicable provisions of VOCA, these Guidelines, terms and conditions of the award, and the requirements of the U.S. Department of Justice Grants Financial Guide. Only those costs directly related and essential to providing direct services to crime victims can be charged to the grant.
